A master’s thesis entitled “The Legal Regulation of Voluntary Medical Work – A Comparative Study” was discussed at the College of Law, University of Al-Qadisiyah, by the researcher Farah Sarmad Abdulaziz.

The thesis aimed to clarify the legal ambiguity surrounding the regulation of voluntary medical work, which has made it difficult to determine the rights and obligations of volunteer doctors, as well as their legal liability in the event of medical errors—especially in the absence of formal contracts or agreements. The study addressed this challenge, recognizing the need for legal organization and clarity in this field.

The thesis concluded that voluntary medical work involves providing medical care to vulnerable groups, particularly during crises and disasters, within a humanitarian and ethical framework. Nevertheless, such work must still comply with legal and ethical standards that ensure a balance between humanitarian duty and legal accountability. Voluntary medical work, therefore, serves as a fundamental pillar supporting the healthcare system during emergencies, enhancing both the quality and sustainability of these efforts.

Among the key recommendations of the thesis was the necessity of ensuring that volunteer doctors possess the required medical qualifications and operate in safe environments that meet health standards. It also emphasized the importance of safeguarding the rights of these volunteers, including health and safety insurance and compensation for any harm. Coordination with hospitals and clinics was recommended to provide appropriate working environments. Additionally, the study proposed developing partnership agreements between volunteer organizations and medical institutions, alongside the inclusion of training programs for volunteer doctors to maintain a high level of professional competence in voluntary medical practice.

The examination committee consisted of the following members:
